Vithean is a digital accounting system developed jointly by a standing IT company, Poscar Digital and leading local accounting firm, Fii &Associates. Both were locally founded by and expert team with over 20 years of working experiences domestically and internationally.

MEET OUR TEAM

Mr. SISOWATH Chakara

Chairman

Chakara is a CFA Charterholder and has been managing investments in Asia for the past 30 years. In 2017, he set up Jayu Management & Research in Phnom Penh, Cambodia, for consulting and advisory work. Currently a managing Partner of 3E:Fii Capital, he is in charge of valuation, financial advisory and research.

Chakara graduated from EDHEC Business School in Lille, France. He also holds an MBA from the University of Chicago Booth School of Business.

Ms. HENG Seida

Board Director-Poscar

CEO, Managing Partner-3E:Fii

Seida has more than 20 years of experience in audit (interanl and external) and in setting up internal control system. She served as vice President and President of KICPAA for two mandates ended in min-2020. The key achievement during her terms was the development of National Certified Public Accountant (CPA) and Certified Accounting Techincian (CAT) qualifications which is a significant contribution to the development of accounting profession in the Country. She is the co-founder and managing partner of Fii&Associates, a leading local accounting and auditing firm.

Seida is a Fellow Member of Association of Certified Chartered Accountants (FFCCA), UK since 2011 and also a certified internal Auditor (CIA), US since 2007.

Mr. NGORN Moi

Founder-Poscar

Ngorn Moi earned two Bachelor Degrees, Physics and Computer Science, in 2003 and two Master Degrees, Computer Engineering and Information Technology, in 2006 and 2013 from the Royal University of Phnom Penh and Lucian Blaga University of Sibiu, Romania, respectively. Also, he attended many professional training courses including Operating System and Digital Transformation, recently.

Moi possesses nearly 20 years of experience in the engineering and the operation of IT systems. In 2016, Moi founded a digital company later registered as Poscar Digital Co., Ltd. in 2020 for the purpose of developing digital systems and platforms that benefits to Cambodians and local entrepreneurs.

Ms. SUM Sipha

Specializing in Computer Science and Engineering as well as in Management, Sipha, a Co-Founder and CEO of Poscar Digital Co., Ltd., holds a Bachelor of Science from the Royal University of Phnom Penh (2003) and a Master’s in Business Administration from the National University of Management (2007)

In addition to her qualifications and numerous professional development certification programs in the field of IT, Sipha has nearly 20 years of concrete experience in the information technology sector spending most of her career with PricewaterhouseCoopers (PwC), administering and managing all IT related matters from software and system to hardware for the Cambodia and Laos Office.

Mr. KIM Meng

CTO-Poscar

As a Co-Founder and CTO of Poscar, Meng earned a Bachelor Degree in Computer Science from the Royal University of Phnom Penh in 2003. In 2005, he obtained his Master Degree in Computer Science from Build Bright University. Having inclination in sharpening his expertise in computer science, he attended numerous training courses where he became professional in Operating System, Database, Digital Platforms and Applications & Application Servers, Framework, Mobile OS, Software and Security, Network, Design and Multimedia Tools.

Meng took advantage of his specialization to earn experiences from both local and international entities for nearly 20 years as system engineer and IT professor at the Royal University of Phnom Penh.

Mr. SOK Pongsametrey

COO-Poscar

With nearly 20 years of experience in Information Technology, Metrey served many different roles around IT and digital platform development from architecting to engineering with the inclusion of UI&UX through to employing several programs which were earned from his educational qualification as Bachelor and Master holder of Computer Science & Engineering, and Science in IT, respectively, from the Royal University of Phnom Penh; and a number of training courses, research and development throughout his career.

His solid expertise in IT and digital, and broad knowledge and skills in setting-up and leading technical team from all backgrounds led him today to the position of COO of a digital company, Poscar Digital Co., Ltd., developing ERP system, learning management system, school management system, data center set-up, and many other systems in helping SMEs and large corporate to better run and manage their daily business operations.
